Cannot Rename/Move Attached File

Attached files cannot be renamed

When trying to rename or move a file attached to a package just created by me, I'm getting error “Sorry, you can not rename file attachment in this page. Only owner (creator) of this page, site administrators and perhaps selected moderators are allowed to.”
